UK Emergency Lighting Testing Requirements (2026)
Emergency lighting testing in the UK is regulated under the Regulatory Reform (Fire Safety) Order 2005 and guided by British Standard BS 5266‑1:2025. These requirements apply to all non‑domestic premises.
Legal Responsibilities
A designated Responsible Person—such as an employer, landlord, building owner, or facilities manager—must ensure emergency lighting is properly maintained, tested, and documented. Non‑compliance can result in enforcement notices, fines, or prosecution.
Required Testing Intervals
1. Monthly Functional Test
A short test simulating mains failure to confirm correct illumination, battery function, and visible defect checks. This must occur every calendar month and be recorded.
2. Annual Full‑Duration Test
A full discharge test requiring luminaires to operate for their rated duration, typically three hours. This verifies battery capacity and overall system reliability.
3. Permanent Logbook
BS 5266‑1 mandates keeping a logbook of test dates, results, faults, and remedial actions. This documentation is essential during inspections.
Technical Requirements (BS 5266‑1:2025)
- Updated categories: Emergency Escape Lighting, Local Area Lighting, Standby Lighting.
- Minimum illumination levels: 1 lux (escape routes), 0.5 lux (open areas), 15 lux (high‑risk tasks), 5 lux (fire‑safety equipment).
- Most premises must provide a 3‑hour emergency lighting duration.
- Photometric verification required every 5 years.
